Illini Dems Code

Preamble

The Code of the Illini Democrats is a collection of all active policies enacted by the Executive Board. While any policies in the Code can be modified or ended by the Executive Board at any time, they remain active until the Board chooses to do so, ensuring that the Illini Democrats remains functional and consistent year-to-year.

ARTICLE I. Operations

Part 1. Committees

1-101) Policy Committee

(A) The Policy Committee is chaired by the Policy Director.

(B) The Policy Committee is responsible for:

(A) The Outreach Committee is chaired by the Communications Director.

(B) The Outreach Committee is responsible for:

(A) The Social Committee is chaired by the Social Director.

(A) The GOTV Committee is co-chaired by the GOTV director and New Voters Director.

(B) The GOTV Committee is responsible for arranging and facilitating GOTV efforts on campus.

(§1-105) Environmental Action Committee

(A) The Environmental Action Committee is chaired by the Environmental Action Director.

(B) The Environmental Action Committee is responsible for:

(A) The Feminist Action Committee is chaired by the Feminist Action Director.

(B) The Feminist Action Committee is responsible for:

(§1-107) Racial Justice Action Committee

(A) The Racial Justice Action Committee is chaired by the Racial Justice Action Director.

(B) The Racial Justice Action Committee is responsible for:

(§1-108) LGBTQ Action Committee

(A) The LGBTQ Action Committee is chaired by the LGBTQ Action Director.

(B) The LGBTQ Action Committee is responsible for:

(§1-109) Committee Procedures and Restrictions

(A) Committees are not required to meet, but may meet at times determined by their chairs. Members of the Executive Board shall be welcome at any meeting of the committee.

(B) The committees and their members are still bound by restrictions laid out in the Illini Democrats Constitution and other resolutions of the organization, including, but not limited to:

(C) The duties of each committee ultimately falls to its respective chair. Committee chairs are responsible for all work going on in their committee. 

Part 2. Discord Server

(§1-201) Conduct and Moderation

While using the Illini Democrats Discord, all members must:

(§1-202) Roles

Roles are used in the Discord to manage channel access and provide information to members. Roles are available to let members designate their political ideology, gain access to committees, and indicate the status of Board members.

(§1-203) Executive-Managed Channels

(A) The 'board' channel is used for all Executive Board business. Members of the Executive Board automatically gain access to this channel.

(B) The 'welcome' channel is used to help new members get started in the server. Server rules are displayed on this page, as well messages where members can self-assign roles for committees and ideologies. All members can view this channel, and members of the Executive Board are automatically able to send messages in this channel.

(C) The 'announcements' channel is used for important announcements to members. All members can view this channel, and members of the Executive Board are automatically able to send messages in this channel.

(D) The 'media-updates' channel automatically shares posts from the Illini Democrats Instagram and Twitter. All members can view this channel. Members of the Executive Board are automatically able to send messages in this channel to share posts that are not shared by default, such as Twitter quote tweets or retweets.

(E) The 'internship-opportunities' channel is used to share opportunities with members. All members can view this channel, and members of the Executive Board are automatically able to send messages in this channel.

(§1-204) General Channel

The 'general' channel is used for discussion about the Illini Democrats organization, such as meetings, events, and school. All members should have access to this channel.

(§1-205) Social Channels

(A) The 'introductions-and-social' channel is used for members to introduce themselves to the organization and for casual conversation. All members should have access to this channel.

(B) The 'political-discussion' channel is used for discussion and debate about political issues. All members should have access to this channel.

(C) The 'memes' channel is used for sharing memes and for unserious or comical discussion. All members should have access to this channel.

(§1-206) Committee Channels

Each committee has a channel to discuss committee business. These channels should be automatically accessible by anyone in the committee and the committee director.

(§1-207) Voice & Video Channels

All channels in the 'Hangouts & Meetings' category are able to be used for group voice and video calls. Permissions for these channels are the same as their text-only counterparts. 

Part 3. Website

(§1-301) Classification

The website (Google Sites file) of the Illini Democrats is a §2-401 permanent executive document. 

(§1-302) Home Page

The President shall be responsible for ensuring meeting dates, times, and locations are accurate on the website. They shall be responsible for managing the site's calendar and each meeting's agenda.

(§1-303) Statements Page

(A) The Policy Director is responsible for creating posting policy articles. Articles should be posted on their own page of the site, hidden from navigation and linked through the main Statements page, following previous examples.

(B) The Communications Director is responsible for posting endorsements and statements. As these statements and endorsements will most often be created for use in social media, they should be linked directly from social media, attached to the Statements page in the same manner as policy articles. 

(§1-304) Constitution & Code

The Secretary is responsible for ensuring the Illini Democrats Constitution and Code remain up-to-date. All members of the Executive Board may propose new changes by adding them to the "Records" page. All proposed changes, agreed to or otherwise, will be recorded on this page. The Secretary will record the vote and date of this vote in the record and make the proposed changes to the code if they are approved.

(§1-305) Projects

Illini Democrats or committee projects may be recorded on the Illini Democrats site under their own page. Any member of the Executive Board may work on projects. Projects that are no longer relevant, such as yearly activities, should be archived.

Part 4. Attendance Records

(§1-401) Classification

The attendance-taking files of the Illini Democrats (new member form, attendance form, and spreadsheet) are §2-401 permanent executive documents, to be stored together in one folder. 

(§1-402) Management

The Secretary shall be responsible for fixing errors on the attendance documents and for adding the necessary information to the spreadsheet for each meeting. 

Part 5. Yearbook

(§1-501) Management

By default, the Social Director is responsible for management of the Illini Democrats yearbook, but any member of the Board may make additions.

(§1-502) Preservation

Yearbooks from previous years must be preserved. Minor revisions and additions may be made when appropriate, such as when old photos from that year are discovered. However, the yearbooks of previous years should remain mostly untouched by the current class.

(§1-503) Names and Years

At the beginning of each year, the Executive Board should collect the names, majors, and classes of the year's members to be included in the yearbook.

 (§1-504) Yearly Wrap-Up

After Executive Board elections are held in the spring, the incoming president is responsible for finishing and touching up the yearbook of the previous year. This includes adding any new photos, discussing the recent election and winners, and covering the final meetings of the year.

Part 6. Events

 (§1-601) Hosting Candidates and Politicians

(A) The Illini Democrats may host candidates for the enrichment and education of members, in addition to advancing political interests. However, it is important that hosting candidates is in no way divisive.

(B) Candidates in Democratic primaries may be invited to speak about their policy positions. However, an invitation to other candidates in the primary should also be extended at some point.

(C) The Board, by majority vote, may prohibit the President or other members from hosting a specific candidate or politician, if they believe the invitation may be divisive or otherwise damaging.

 (§1-602) Events on Public Space

Events held in public spaces, such as rallies and marches, don't require any advanced approval or clearance from the university. 

 (§1-603) Events on University Space

Events held on university property require a space reservation in advance. The Secretary is responsible for making these reservations, in coordination with the Social Director. Event/space requests should be made a month in advance whenever possible.

 (§1-604) Coordination with Other Organizations

(A) Coordination with other groups for events does not signal an endorsement of that group, but only an indication that groups have a shared interest in the event.

(B) By default, the Illini Democrats may participate in events hosted by the following groups. Participation in events hosted by other groups requires approval by the Board.

  (§1-605) Advertising

(A) The Outreach and Social Committees, with their respective directors, are jointly responsible for advertising events.

(B) Advertising is encouraged in the following ways, depending on what may be appropriate for a given event:

ARTICLE II. Executive Board

Part 1. Board Meetings & Votes

(§2-101) Meeting Schedule

By default, Executive Board meetings are held 30 minutes before each Illini Democrats meeting. Board meetings are intended to be used to conduct Executive Board business and prepare for that night's meeting.

(§2-102) Board Meeting Attendance

Members of the Board are expected to attend each Board meeting, but not explicitly required to do so. Only members of the Illini Democrats Executive Board are permitted to attend Board meetings, unless invited by the Board.

(§2-103) Board Votes

(A) All votes should be held through the Executive Board Discord channel (see §1-203-A) using the server's "yea," "nay," and "present" reactions. 

(B) If held at an Executive Board meeting, a vote may be immediately concluded in either of the following circumstances:

If a majority consensus is not reached at the Board Meeting or if 8 members were not present, the vote shall automatically transition to a remote vote.

(C) If held remotely, a vote may be concluded in one of the following circumstances:

(§2-104) Endorsement Votes

(A) All binary (endorse or don't endorse) endorsement votes shall be held through the same process described in §2-103. 

(B) If a decision must be made to endorse one of multiple candidates, as is often the case for ISG elections, the Board should first hold a vote between each candidate involved. If a majority of the Board votes for a single candidate, this candidate is automatically endorsed.

Otherwise, by default, the Board shall hold another vote on whether to endorse the winner of the first vote. If supported by at least 3 members, the Board may instead hold a runoff vote between the two candidates winning the most votes; in this case, the winner of the runoff vote shall be automatically endorsed. 

(C) Endorsement votes are subject to discharge to the general body, as required by the Illini Democrats Constitution. This process is further laid out in §2-301.

(§2-105) Amendment Proposal

Amendment votes shall be held when an amendment is proposed by 3 or more members of the Executive Board. Per the Illini Democrats Constitution, voting on amendments shall begin at one meeting and continue until the following meeting, where members will be given additional time to vote. Amendment votes and ballots should adhere to election rules laid out in §3-104-§3-105.

Part 2. Policy and Other Positions

(§2-201) Communications

The President, Communications Director, Outreach Committee, and all other members of the Illini Democrats who may make statements on behalf of the organization must ensure that they accurately represent the views of the organization. Messaging by the Illini Democrats should reasonably adhere to the Illini Democrats platform. 

(§2-202) Illini Democrats Platform

(A) The Illini Democrats platform is contained within Article IV, Part 2 of the Illini Democrats Code and should be revised by the Board as needed, especially at the beginning of each term or as new policy issues arise.

(B) Amending the Illini Democrats platform is to be considered making an endorsement of a policy and thus must adhere to procedures on endorsements outlined in §2-104 and §2-301.

Part 3. Member Input in Executive Decisions

(§2-301) Discharging Endorsements

Per the Illini Democrats Constitution, votes to endorse shall be discharged to the general body if 4 members of the Board petition to do so. The Board may choose to hold this vote at an in-person meeting, in which case the vote can be made immediately with all members present, including the Executive Board. The Board may also choose to hold this vote remotely, in which case a Google Form will be sent out to members closely resembling the election ballot (see §3-104-§3-105). After no less than 24 hours, the form shall close, and the decision of members shall be the official decision of the Illini Democrats.

(§2-302) Challenging Constitutionality

(A) Per the Illini Democrats Constitution, members have a right to challenge the constitutionality of acts of the organization with a second. In urgent circumstances, challenges may be made at a meeting with a second present or with the written support of a second. Usually, these challenges should be made via email; members should email the Illini Democrats President, Vice President, and Secretary and include:

(B) After receiving a challenge, the Executive Board shall respond within 24 hours. After voting on the issue, the President should communicate their decision with both the challenging member and the second via email.

(§2-303) Petition for Removal, Reversal of Removal, or Reentry

(A) Per the Illini Democrats Constitution, members can request the removal of a member of the Executive Board from their post, the reinstatement of a removed member to the Executive Board, or the readmission of a member who has been banned from the Illini Democrats. To do so, the member requires the written support of 2 members of the Executive Board or of 1/4 of active members. To make a request, a member should email the Illini Democrats President, Vice President, and Secretary and include:

(B) The Executive Board will formally address the request at or before the next meeting of the Illini Democrats. If the necessary support for a petition is obtained, a Google Form will be sent out to members closely resembling the election ballot (see §3-104-§3-105). This form will close no earlier than 1 week after being sent, and the member motion will be successful if the motion wins at least 2/3 support.

(§2-304) Submitting Amendments to the Illini Democrats Constitution

(A) A member, with a second, may submit to the Board an amendment for consideration. To do so, they should send an email to the Illini Democrats President, Vice President, and Secretary and include the following:

(B) The Board shall discuss any proposed amendments in a timely manner and respond to the initial email with a response. The decision to officially propose the amendment to members is made by the Board, as outlined in §2-105.

Part 4. Executive Documents

(§2-401) Permanent Executive Documents

(A) The following are considered permanent executive documents by the Illini Democrats:

(B) All permanent executive documents shall be stored in a Google Drive folder, owned by the Illini Democrats Google account and labeled as such. This folder should not be shared with any person outside of the Executive Board without the Board's approval.

(§2-402) Executive Site

The executive site contains all private information that should remain easily-accessible to the current Executive Board. The President should maintain this site, with the help of other Board members. All login information and private contacts, such as politicians and former members of Illini Democrats, should be preserved on this site.

ARTICLE III. Elections & Transition

Part 1. Illini Democrats Elections

3-101) Generic Election Timeline

Day 0— Candidate Application Opens: The Illini Democrats shall share the application (as described in §3-102) at today’s meeting, as well as via email and other social media.

Day 10— Application Period Ends: No earlier than 11:59 PM, the candidate application form will no longer accept responses.

Day 14— Election Night: An election night will shall be held according to procedures laid out in §3-103.

Day 17— Election Closes: No earlier than 11:59 PM, the election form will no longer accept responses.

Day 20— Results Published: No later than 11:59 PM, the Illini Democrats shall determine and announce new members of the Executive Board.

3-102) Candidate Application

(A) The candidate application shall ask candidates for:

(B) The application should make clear that members may run for multiple positions.

(C) As soon as possible, the Illini Democrats should get in contact with any applicants not eligible to run to inform them of their ineligibility or resolve their active-member status. 

3-103) Election Night Schedule

(A) The Illini Democrats will hold a panel for candidates. Unless otherwise arranged, candidates for each position will speak in alphabetical order by last name. Candidates for each position will speak in the following order, for up to the times allotted below.

(B) A minimum of 10 minutes (or less, if members run out of questions) will be allocated for candidates to answer questions from members. Members may address questions to specific candidates or to all candidates running for a specific position. Responses should be brief and may be limited to 30 seconds if necessary.

(C) If not open already, polls should be opened. The Illini Democrats will give members at least 5 minutes to vote during the meeting.

3-104) Ballot

(A) The ballot shall require that students provide their NetID for identification, as well as verify that they qualify as active members of the Illini Democrats. For each position, the ballot will display information about each candidate and allow voters to select a first and optional second choice.

3-105) Election Documents

The following forms may be copied and modified for use in Illini Democrats elections (access may be limited to Executive Board).

Part 2. Executive Board Transition

(§3-201) Official Transition

(A) The outgoing President is responsible for announcing and publicizing the results of the election to members according to the timeline designated in §3-101. Before doing so, they should contact the winners individually to congratulate them and verify they are still willing to accept the position.

(B) On day 21 of the timeline designated in §3-101, the outgoing and incoming Executive Boards shall host a joint transition meeting and joint Executive Board meeting. The incoming Board will introduce themselves to members. Both Boards will reflect on the last year and start to formulate plans for the next year with members. Members should also decide on a date and time for the next semester's meetings.

(C) The newly-elected Board will officially take charge at the start of this meeting after both the outgoing President or Vice President and incoming President have signed the Illini Democrats Executive Board Agreement, provided in §3-208. Other incoming members will officially take their offices after signing the agreement. .

(§3-202) University Systems

(A) As soon as possible, and no later than day 28 of the timeline designated in §3-101, the outgoing President will designate the incoming President as the new President on the CampusLabs (Involved@Illinois) system. The incoming President will add all other members of the new Executive Board to their respective positions after being added themselves. 

The President, Vice President, Treasurer, and Secretary shall be assigned their respective role on CampusLabs. The “Membership Director” role shall be assigned to the GOTV Director, and all other members of the Board shall be listed as an “Additional Authorized Agent.”

(B) The incoming President and Treasurer both are required to complete training by the university. They should do so as soon as possible.

(C) Before the end of the semester, the incoming president must renew the Illini Democrats RSO registration through the CampusLabs (Involved@Illinois) system; this form may not be available until near the end of the semester. If needed, the outgoing President and board shall aid in the process.

(D) Over the summer, and as soon as possible, the incoming President must register for Quad Day.

(E) Over the summer, and at least two weeks before the first day of classes, the incoming President must submit an event/space request for each meeting in the upcoming fall semester, aligned with the dates/times selected at the transition meeting, as described in §3-201-B.

(§3-203) Google Account and Executive Documents

(A) At or before the Executive Board transition meeting, required by §3-201-B, the President will do the following to ensure a smooth digital transition:

(B) Provided the incoming President has logged in to the Illini Democrats Google account, the outgoing President and other members of the outgoing board should log out of the account before the semester has concluded. 

(C) In the ILLINI DEMOCRATS folder of the Illini Dems Google Account’s Google Drive, there is a “Passwords” folder. Each account has its login info stored in its own document in this folder in order to compartmentalize information. By logging into the Illini Dems Google Account, the incoming President should: 

(§3-204) Social Media and Accounts

(A) As soon as possible, and no later than day 28 of the timeline designated in §3-101, the following accounts should be logged into by the following members:

(B) The incoming President will update the phone number for the Illini Democrats Instagram and Twitter accounts to their own number.

(C) Provided the incoming President has logged in to these, the the outgoing President and other members of the outgoing board should log out of these account before the semester has concluded. 

(D) As soon as possible, and no later than day 28 of the timeline designated in §3-101, the outgoing President (or other member, if applicable) shall transfer ownership of the Illini Democrats Discord to the new President, or to another member agreed upon by the Board.

(§3-205) Website and Domains

(A) As soon as possible, and no later than the last day of the semester, the outgoing President will transfer ownership of the illinidems.com domain to the incoming President.

(B)  As soon as possible, and no later than the last day of the semester, the incoming President will update the billing information for the domains to their own

(C) The incoming President will update the names of Executive Board members on the contact page of the site.

(D) Shortly after day 21 of the timeline designated in §3-101, the incoming President will update email aliases in the illinidems.com domain to the email addresses of new Executive Board members. Members should promptly verify their email addresses in order to begin receiving emails.

(E) As soon as possible, and no later than the last day of the semester, the incoming Executive Board shall choose a member to be the Site Manager for the next year. 

(F) The incoming President should share the sites for the Feminist, Environmental, Racial Justice, and LGBTQ+ action committees with their directors. (Sites stored in In "Permanent Executive Documents (§2-401)/Committee Sites”.)


(§3-206) Passwords

Before the start of the next school year, the incoming President will change all passwords of the Illini Democrats accounts and update the information in the “Passwords” folder in the Illini Democrats’ Google Drive.

(§3-207) Photos and Physical Materials

(A) Before the end of the semester, outgoing members of the Executive Board will share all photos taken of Illini Democrats meetings and events to the incoming President to finalize the previous year's yearbook, as described in §1-504, and facilitate record-keeping.

(B) Before the end of the semester, the outgoing president shall facilitate the transfer to the incoming President of all physical materials used for Illini Democrats events, listed below. This section should be amended as needed when new materials are added or old materials are disposed of.

(C) Any materials not specific to the Illini Democrats or no longer useful to the Illini Democrats should be kept by the outgoing Executive Board or disposed of. These materials include but are not limited to:

(D) Awards to the Illini Democrats, signed photos, and similar materials should be scanned in as high of quality as possible and digitally sent to the incoming President before the end of the semester. The physical copy should be kept by the outgoing Executive Board. 

(§3-208) Legal Obligations

The ILLINI DEMOCRATS EXECUTIVE BOARD AGREEMENT stored in “Permanent Executive Documents (§2-401)/Public Files” should be printed and signed by all incoming members of the Executive Board before they officially take office. This printed agreement should be scanned and saved indefinitely in “Permanent Executive Documents (§2-401)/Documents”

Article IV. Platform

Part 1. Purpose and Procedures

4-101) Purpose

The Illini Democrats platform is to be used by members of the group to determine whether statements they plan to make on behalf of the group accurately represents the views of the Illini Democrats. Prospective members may also use the platform to determine whether their ideology is compatible with the group; however, members by no means must agree with everything in the platform to be welcome in the Illini Democrats.

(§4-102) Continuity

The Illini Democrats platform remains the official views of the organization until amended, even across school years and through different Board administrations. 

Part 2. Current Illini Democrats Platform

The platform is currently empty. Until specified otherwise, views of the Illini Democrats parallel mainstream views of the Democratic Party.
